Abstract
Going into the post-Soviet period of its history, Ukraine had to solve the problem of the system of public power, which is significantly different from the system of “power of the Soviets”. The Soviet model envisaged the state control of all levels of public management and administration and the lack of local self-government as a form of public authority. In the early 1990s, the process of governmental
