Професійна підготовка публічних службовців в сучасних умовах цифровізації освіти

В статті досліджено особливості застосування електронного цифрового навчання при професійній підготовці публічних службовців в умовах цифровізації освіти. Встановлено, що внаслідок карантинних заходів, зумовлених поширенням пандемії COVID-19, та в умовах повномасштабної війни виникла необхідність у докорінній зміні форм та методів навчання публічних службовців, способів їх міжособистісного спілкування, системи організації освітнього процесу та створення дієвого цифрового освітнього простору.
Зазначено, що професійна підготовка публічних службовців має свої особливості, адже вона здійснюється з урахуванням принципів
навчання дорослих (андрагогічних принципів). І саме використання цифрових технологій в освітньому процесі дає можливість без
відриву від основної діяльності здійснювати професійну підготовку публічних службовців упродовж всього життя в більш зручний та комфортний для них спосіб. Виявлено основні переваги електронного цифрового навчання при професійній підготовці публічних службовців до яких належать: часові, географічні, психологічні, ергономічні переваги, навчання без відриву від основної діяльності, вільний доступ до різноманітних джерел інформації в режимі «24/7», діджиталізація. З’ясовано, що поруч з перевагами, цифровізація
освітнього процесу має чимало недоліків, а саме: необхідність постійного підключення до мережі Інтернет, відсутність живого діалогу з викладачем, нестача цифрових компетентностей у публічних службовців, необхідність високої внутрішньої мотивації публічного службовця (можливість навчатися у зручний час може перетворитися на постійну прокрастинацію).

The article examines the peculiarities of the use of electronic digital learning in the professional training of public servants in the conditions of digitalization of education. It was established that as a result of the quarantine measures caused by the spread of the COVID-19 pandemic and in the conditions of a full-scale war, there was a need for a radical change in the forms and methods of training public servants, the methods of their interpersonal communication, the system of organizing the educational process, and the creation of an effective digital educational space. It
is noted that the professional training of public servants has its own characteristics, because it is carried out taking into account the principles of adult education (andragogical principles). And it is the use of digital technologies in the educational process that makes it possible to carry out lifelong professional training of public servants in a way that is more convenient and comfortable for them, without breaking away from the main activity. The main advantages of electronic digital training in the professional training of public servants have been identified, which include
time, geographical, psychological, ergonomic advantages, training without separation from the main activity, free access to various sources of information in the "24/7" mode, digitalization. It was found that, along with the advantages, the digitalization of the educational process has many disadvantages, namely: the need for a constant connection to the Internet, the lack of a live dialogue with the teacher, the lack of digital competences of public servants, the need for high internal motivation of the public servant (the opportunity to learn in a convenient time can turn into constant procrastination). It was concluded that electronic digital training can become an innovative tool for the professionalization of public servants.
