Базові цінності та принципи мережевої взаємодії у мережевих системах місцевого розвитку

Abstract

У статті здійснено огляд основних наукових публікацій у сфері дослідження процесів формування мережевих систем в управлінні місцевим розвитком, орієнтованим на громаду. Констатовано, що значна кількість фахових публікацій, які висвітлюють результати досліджень у різних галузях науки (філософія, економіка, публічне управління, педагогіка), свідчить про складність і багатовимірність трансформаційних процесів, пов’язаних із розвитком мережевої взаємодії, а також про значні теоретичні й практичні напрацювання, що можуть бути адаптовані до вітчизняної практики місцевого самоврядування у контексті реалізації підходу до місцевого розвитку, орієнтованого на громаду. Визначено, що у дослідженні мережі розглядаються як спосіб інтеграції суб’єктів місцевого розвитку із подальшим вивченням процесів розвитку мережі як інституту. Запропоновано введення у науково-практичний обіг поняття «мережева система місцевого розвитку» і подано його авторське формулювання. Показано, що до ключових цінностей мережевої взаємодії належать: довіра, незалежність, відповідальність. Запропоновано сім принципів мережевої взаємодії, які забезпечують результативність функціонування мережевих систем місцевого розвитку: добровільність, спільність цілей і дії, взаємна вигода / всебічна корисність, пріоритетність зв’язків, колегіальність прийняття рішень, конгруентність / узгодженість дій, структурування діяльності і поділ обов’язків.

The article gives an overview of the main scientific publications in the field of research of the processes of network systems’ forming for local development. The study found that a considerable number of professional publications covering the results of research in various fields (philosophy, economics, public administration, pedagogy), testifies to the complexity and multidimensionality of transformational processes associated with the development of network interaction, as well as to significant theoretical and practical developments, which can be adapted to the practice of domestic local self-government in the context of implementing a community-based approach to local development. The authors determined that in the research the networks are considered as a way of integration of subjects of local development with further study of the processes of network development as an institution. Consequently, the article proposes the implementation of the concept of «local development network system» into scientific and practical circulation: the local development network system is a system that forms a new structure on the basis of the interaction of a set of homogeneous and heterogeneous independent participants of the network, connected with certain integrational relations in order to maximize the effective use of available resource potential, guided by the general long-term objectives of the territory development and operate on the basis of the agreed upon rules on the basis of the values that recognized by the system’s participants in terms of plurality of leadership, plurality of interaction levels and use of the united communication channels. The study highlighted that the key values of network interaction are: trust; independence; responsibility. Seven principles of network interaction that ensure the effectiveness of the functioning of the network systems of local development are proposed: voluntariness; common goals and actions; mutual benefit / all-round utility; priority of connections; collegial decision- making; congruence / coherence of action; structuring activities and division of responsibilities. As a result, prospects for further research are defined: the development of a scientific approach to the implementation of the network interaction principles through the substantiation of the process model for forming network interaction as the basis for the local development network systems’ complex creation.
