Управління безпекою розвитку промислових підприємств

Abstract

Диссертация посвящена теоретико-методологическим основам, методическим разработкам и практическим рекомендациям по управлению безопасностью развития промышленных предприятий как сложных полиструктурных систем. Рассмотрены историко-гносеологические аспекты, предложен теоретико-методический базис управления безопасностью развития предприятия. Предложена трансдисциплинарная парадигма, методология исследования, систематизированы модели и методы оценки уровня безопасности развития. Определены тенденции развития металлургических предприятий Украины с точки зрения их безопасности; предложены методические основы оценки составляющих их деятельности с системой параметрических ограничений соответствия уровня безопасности развития и стадии жизненного цикла; практические аспекты оценки и прогнозирования уровня безопасности развития на основе квалиметрической модели. Предложены теоретико-методические аспекты обеспечения инновационности системы управления металлургическим предприятием и механизм формирования риск-ориентированного мышления; методический подход к определению приемлемого уровня угроз и рисков в качестве исходного параметра точки бифуркации, концепция и конвергентно- интегрированный механизм управления безопасностью развития металлургического предприятия; система альтернативных стратегических сценариев на основе когнитивного моделирования.

Дисертацію присвячено теоретико-методологічним засадам, методичним розробкам і практичним рекомендаціям щодо управління безпекою розвитку промислових підприємств як складних поліструктурних систем. Розглянуто історико- гносеологічні аспекти, запропоновано теоретико-методичний базис управління безпекою розвитку підприємства. Запропоновано трансдисциплінарну парадигму, методологію дослідження, систематизовано моделі й методи оцінки рівня безпеки розвитку. Визначено тенденції розвитку металургійних підприємств України з точки зору їх безпеки; запропоновано методичні засади оцінювання складових їх діяльності із системою параметричних обмежень відповідності рівня безпеки розвитку та стадії життєвого циклу; практичні аспекти оцінювання та прогнозування рівня безпеки розвитку на основі кваліметричної моделі. Запропоновано теоретико-методичні аспекти забезпечення інноваційності системи управління металургійним підприємством й механізм формування ризик- орієнтованого мислення; методичний підхід до визначення прийнятного рівня загроз і ризиків як вихідного параметра точки біфуркації, концепцію та конвергентно-інтегрований механізм управління безпекою розвитку металургійного підприємства; систему альтернативних стратегічних сценаріїв на основі когнітивного моделювання.

The thesis is focused on theoretical and methodological bases, methodical developments and practical recommendations on safety management of industrial enterprises development as complex polystructural systems. Historical and gnoseological aspects have been considered and the theoretical and methodical basis of safety management of enterprise development has been suggested; scientific views of scientists on the evolutionary transformations of safety models and the development of enterprises as socio-economic systems have been summarized and systematized. The transdisciplinary paradigm has been developed within the framework of innovative transformations of the economic environment, which is based on a comprehensive substantiation of the expediency of combining the integration of sciences from different areas of knowledge and their differentiation for the study of management of the development safety; the methodology for studying the safety of enterprise development as an objective necessity of scientific knowledge of the economic nature of the enterprise, based on philosophical, general scientific principles, methods and techniques in two dimensions: ontological and gnoseological, which is an objective need to study the safety of enterprise development as an economic system, has been suggested; models, methods have been systematized and a balanced system of indicators for assessing the level of safety development in qualitative and quantitative terms has been substantiated. Trends in the development of metallurgical enterprises of Ukraine according to their safety have been identified; a methodical approach to a comprehensive assessment of the level of safety of metallurgical enterprises, which is based on the technology of transformation of statics into dynamic indicators of the enterprise, to achieve a balance of static and dynamic factors for retrospective assessment and to determine the expected optimal level of safety based on balanced scorecard assessments of their level depending on the stage of the life cycle of the enterprise. The methodical approach to the formation of parametric constraints on the level of safety of development and stage of the life cycle of the metallurgical enterprise that is based on a comprehensive assessment of bankruptcy threats to avoid negative consequences and implementation of preventive measures in cyclical socio-economic processes and phenomena and combines the definition of enterprise life cycle with parallel detection of the degree of crisis phenomena in the process of its functioning, has been suggested. The scientific and practical approach to the formation of innovative management system for enterprise safety development has been substantiated, which is based on the formation of culture of communication and intellectualization of the management process as a unique system of theoretical and experimental management using fundamental and applied scientific methods and models, creative management technologies; managerial competencies based on the mechanism of formation of risk- oriented thinking have been suggested; a methodical approach for determining the acceptable level of threats and risks as the initial parameter of the bifurcation point has been suggested; financial mechanisms of development of metallurgical enterprises in crisis conditions of functioning have been defined. The mechanism of formation of risk-oriented thinking in the safety management system of enterprise development has been substantiated, which is based on the integrated use of components, namely: adaptation of quality management standards, risk management, risk-oriented approach to quality management and safety management culture under systematic and cyclical impact of dynamic risks on the results of activities with the formation of managerial competencies to optimize cumulative risks of static and dynamic nature. The concept of safety management of industrial enterprise development has been suggested, based on holistic system view of building objective economic laws of safety development as economic phenomena based on the convergence of its system-forming elements, which provides effective management of sustainable safe development of metallurgical enterprise as a complex weakly structured system and integrated mechanism for managing the safety of metallurgical enterprises, which is built on the basis of consolidation of convergence (approaching) and integration (merger) of local mechanisms, taking into account functional features of their components, synchronous use of which is aimed at achieving the secure state of enterprise development in space and time; the system of alternative strategic scenarios of safety management of metallurgical enterprises development on the basis of cognitive modeling has been formed.
