The article summarizes the research for methodological approaches to the formation of a new system of regional public administration. The main purpose of this article is to study the current state of innovation in regional public administration, identify and overcome the problems of strategic plans implementation in the public sector of Ukraine. The systematization of literary sources and approaches to solving the problem of strategic plans implementation has shown that understanding of the continuous development of the system, as a supreme management function, still remains methodologically unfounded. The urgency of solving this scientific problem lies in the fact that the implementation of strategic plans for economic and social development of the regions remains poorly prepared at the tactical level, both within individual territorial units and the state as a whole. At the tactical level of regions strategy implementation, the project approach is used, but in many authorities the methodology of project management is not supported by professional application.
