Розвиток інституційної основи співробітництва України та ЄС

Abstract

У статті розглядається розвиток інституційної структури співробітництва України та ЄС протягом 1991–2018 рр. Розкрито еволюцію інституційної структури співпраці та охарактеризовано її етапи: 1991–1998 рр. – етап становлення тимчасових форм організаційного забезпечення двосторонніх відносин між Україною та ЄС, 1998–2014 рр. – етап формування стабільної інституційної структури співпраці та третій – з 2014 р. – етап удосконалення інституційної основи співробітництва України та ЄС. Особлива увага приділена розгляду інституційної структури співробітництва, визначеної Угодою про асоціацію України та ЄС, дана характеристика всіх її складових: самітів Україна – ЄС; Ради асоціації; Комітету асоціації; Парламентського комітету асоціації; Платформи громадянського суспільства. Робиться висновок, що у процесі співробітництва України та ЄС склалася ефективна інституційна структура забезпечення співпраці, яка дозволяє успішно реалізувати завдання, визначені Угодою про асоціацію між Україною та Європейським Союзом.

The article addresses the development of the institutional structure of cooperation between Ukraine and the EU during 1991–2018. The evolution of the institutional structure of cooperation is revealed and the account of its stages is given: 1991–1998 – development stage of time-line forms of organizational support for bilateral relations between Ukraine and the EU, 1998–2014. – the stage of formation of a stable institutional cooperation structure, and the third – as from 2014 – the stage of improving the institutional framework for cooperation between Ukraine and the EU. Particular attention is given to consideration of the institutional structure of cooperation as defined in the EU-Ukraine Association Agreement, the readout of all its components is given: the Ukraine – EU summits; Association Council; Association Committee; Association Parliamentary Committee; Civil Society Platforms. A conclusion is drawn that in the process of cooperation between Ukraine and the EU an effective institutional framework to ensure cooperation has been established allowing the successful accomplishment of the objectives defined in the Association Agreement between Ukraine and the European Union.
