Abstract
Стаття присвячена з’ясування контексту, в якому в Європі обговорюється зв’язок між подальшим розширенням ЄС на посткомуністичний простір і процесом розблокування трансформаційної сили Союзу в умовах повномасштабної війни в Україні. Актуальність дослідження обумовлена необхідністю осмислення нової ситуації, що склалася на Європейському континенті з початком повномасштабної війни рф проти України, в контексті перспектив подальшого розширення ЄС на посткомуністичний простір, особливо з урахуванням отримання Україною і Молдовою статусу країни-кандидата на вступ. Аналізуються зміни, що відбулися в середовищі політки ЄС під впливом війни, та ключові фактори, які спонукали європейських політиків, лідерів суспільної думки та пересічних європейців повернутися до витоків європейської ідеї та реанімувати історичну об’єднавчу місію Союзу. У зв’язку з цим, стисло охарактеризовано концепцію трансформаційної сили ЄС, розроблену свого часу європейськими науковцями на піку розширення на посткомуністичний простір, у межах якої ЄС розглядається як впливовий агент політичних, економічних, соціальних та культурно-духовних змін як всередині та і зовні об’єднаної Європи. Розглядаються також аргументи, які висуваються прихильниками модернізації політики розширення ЄС та надання нового імпульсу самому процесу розширення, що стосуються найбільш болючих проблем європейської інтеграції. Одними з найактуальніших проблем є знаходження прийнятного балансу між поглибленням інтеграції і розширенням, а також загрозу так званого соціального демпінгу.
The article is devoted to clarifying the context in which Europe is discussing the connection between the further expansion of the EU into the post-communist space and the process of unlocking the transformational power of the Union in the conditions of a full-scale war in Ukraine. The relevance of the study is due to the need to understand the new
situation that has developed on the European continent with the beginning of the full-scale war of the Russian Federation against Ukraine, in the context of the prospects of further expansion of the EU into the post-communist space, especially taking into account the acquisition of the status of candidate countries for accession by Ukraine and Moldova. The article
analyzes the changes that took place in the EU policy environment under the influence of the war and the key factors that prompted European politicians, leaders of public opinion and ordinary Europeans to return to the origins of the European idea and to reanimate the historic unifying mission of the Union.
