Abstract
Дисертація на здобуття наукового ступеня доктора філософії в галузі публічного управління та адміністрування за спеціальністю 281 – «Публічне управління та адміністрування» – Національний технічний університет «Дніпровська політехніка», Дніпро, 2025. Дисертаційне дослідження присвячене теоретико-методологічному та практичному обґрунтуванню системи публічного управління для нейтралізації загроз національним інтересам у політичній сфері в умовах збройної агресії РФ проти України, децентралізації та тривалих гібридних впливів. У роботі комплексно проаналізовано понятійно-категоріальний апарат політичної безпеки і національних інтересів, диференційовано типи політичних загроз (інформаційні операції, зовнішній політичний вплив, втручання у виборчі процеси, організаційні форми підривної діяльності, зокрема колабораційної), визначено їх ступені суспільної небезпеки; окреслено межі відповідальності органів публічної влади, механізми міжвідомчої координації, процедурні стандарти доказування та гарантії захисту прав людини. Значну увагу приділено інституційному дизайну, що поєднує правові, організаційні та цифрові інструменти раннього виявлення, запобігання і нейтралізації політичних загроз з урахуванням територіальної специфіки прифронтових і деокупованих громад та вимог політики реінтеграції.
Dissertation for the degree of Doctor of Philosophy in the field of public administration and administration in the specialty 281 - «Public Administration and Administration» – National Technical University «Dnieper Polytechnic», Dnipro, 2025. The dissertation research is devoted to the theoretical-methodological and practical substantiation of a public administration system for neutralizing threats to national interests in the political sphere amid the armed aggression of the Russian Federation against Ukraine, decentralization, and prolonged hybrid influences. The work provides a comprehensive analysis of the conceptual and categorical framework of political security and national interests, differentiates types of political threats (information operations, external political influence, interference in electoral processes, organizational forms of subversive activity, including collaborationist activity), and determines their levels of public danger; it outlines the boundaries of responsibility of public authorities, mechanisms of interagency coordination, procedural standards of proof, and guarantees for the protection of human rights. Considerable attention is paid to institutional design that combines legal, organizational, and digital tools for early detection, prevention, and neutralization of political threats, taking into account the territorial specifics of frontline and deoccupied communities and the requirements of reintegration policy.
