Публічне управління процесами підвищення якості життя територіальних громад

Abstract

Дисертація на здобуття наукового ступеня доктора філософії в галузі публічного управління та адміністрування за спеціальністю 281 – «Публічне управління та адміністрування» – Національний технічний університет «Дніпровська політехніка», Дніпро, 2021. У дисертації здійснено обґрунтування концептуальних засад публічного управління процесами підвищення якості життя територіальних громад у контексті реалізації пріоритетів сталого розвитку. Об’єкт дослідження – суспільні відносини, що складаються у сфері забезпечення якості життя населення. Предмет дослідження – публічне управління процесами підвищення якості життя населення територіальних громад. Метою дисертаційного дослідження є обґрунтування концептуальних засад публічного управління процесами підвищення якості життя населення територіальних громад як пріоритету сталого розвитку та розробка пропозицій щодо способів його ефективної реалізації. Незважаючи на зростаючу кількість публікацій з теоретичних та прикладних аспектів підвищення якості життя населення, залишаються малодослідженими питання управління цим процесом, зокрема на рівні територіальних громад. Стає все більш очевидним протиріччя між суспільною потребою в ефективному управлінні процесами підвищення якості життя населення, з одного боку, і недостатньою науковою розробленістю стратегій, технологій управління цими процесами, з іншого боку. З цим протиріччям пов’язана основна проблема дисертаційного дослідження – проблема ефективного публічного управління процесами підвищення якості життя населення на рівні територіальних громад. The thesis paper substantiates conceptual bases of public governance of processes of improvement of territorial communities life quality in the context of sustainable development priorities of implementation. Research object – public relations in the field of life quality. Research subject – public governance of the processes of improvement of territorial communities life quality. Purpose of the thesis research is to substantiate the conceptual bases of public governance of processes of improvement of territorial communities population life quality as a priority of sustainable development and to develop proposals for ways of its effective implementation. Despite the growing number of publications on theoretical and applied aspects of the life quality improvement, the issues of this process management, in particular at the level of territorial communities, remain scantily studied. The contradiction between the public need for effective management of the processes of the population life quality improvement, on the one hand, and the lack of scientific development of strategies, technologies for these processes management, on the other hand, is becoming increasingly apparent. The main problem of the thesis research is connected with this contradiction – the problem of effective public governance of the processes of the population life quality improvement at the level of territorial communities.
