Упровадження концепції «Smart City» в управління великими містами України

Abstract

Дисертація на здобуття наукового ступеня доктора філософії за спеціальністю 281 «Публічне управління та адміністрування». Національний технічний університет «Дніпровська політехніка», Міністерство освіти і науки України, Дніпро, 2022. Дисертація є завершеною науково-дослідною роботою, в якій наведено розв’язання актуального наукового завдання – обґрунтування комплексу концептуальних положень щодо упровадження концепції «Smart City» в управління великими містами України, а також розроблення методико- технологічного забезпечення відповідних процесів та їх безупинного вдосконалення. За результатами дослідження теоретичних основ розвитку концепції «Smart City» як інноваційного підходу до місцевого управління за критеріальним підходом, згідно з яким, розвиток узагальнено має відповідати таким критеріям, як самокерованість, мотивованість, адаптивність, ресурсозбережність та технологічність, запропоноване авторське визначення поняття «smart city» («смарт сіті», «smart сіті», «розумне місто»), яке розглядається як комплексна та багатофакторна муніципальна система, що вміщує інституційну, соціальну, економічну, екологічну, технологічну складову, ефективна взаємоузгоджена та інтегрована робота яких забезпечує сталий розвиток міста, підвищення комфортності та надання якісних послуг. Акцентовано на тому, що формування методичних засад розвитку великих міст та його стимулювання залежить від розуміння органами місцевого самоврядування (міська рада) глибинної комплексності та системної етапності цього процесу. The thesis is a scientific paper that provides a solution to the relevant scientific problem – substantiation of a complex of conceptual provisions and practical proposals for ensuring the development of a smart city based on the use of innovative management instruments in local self-governance in Ukraine, as well as the development of theoretical and methodological support for relevant processes and their continuous improvement and development. According to the results of the study of the theoretical foundations of the development of the «Smart City» concept as an innovative approach to local management, the development should generally meet such criteria as self- organizing, motivation, adaptability, resource conservation, and technology orientation. An author proposes a definition of the “smart city” concept, which is considered a complex and multifactorial municipal system, containing institutional, social, economic, ecological, and technological components, the effective coordinated and integrated work of which ensures the sustainable development of the city, increasing comfort and providing quality services. Emphasis is placed on the fact that the formation of methodological foundations for the development of big cities and its stimulation depends on the understanding by local self- government bodies (city council) of the deep complexity and systemic stages of this process.
