Впровадження новітніх цифрових технологій у виборчий процес в України

Abstract

Дисертація на здобуття наукового ступеня доктора філософії за спеціальністю 281 «Публічне управління та адміністрування». – Національний технічний університет «Дніпровська політехніка», Міністерство освіти і науки України, Дніпро, 2023. Представлена дисертація є завершеною науково-дослідною роботою, в якій вирішена актуальна наукова проблема, яка стосується теоретико-методологічного обґрунтування впровадження новітніх цифрових технологій у виборчий процес в Україні. Актуальність дослідження пов’язана з необхідністю визначення напрямків та шляхів реформування національної виборчої системи в умовах глобальної цифрової трансформації. Цифровізація, як глобальний тренд сучасного розвитку суспільства поступово стає основною світовою тенденцією у процесах реформування національних виборчих систем. Цифрові технології стають не тільки частиною матеріально-технічного забезпечення виборчого процесу, а й починають відігравати роль дієвих інструментів забезпечення реалізації загальних принципів демократичної організації виборів. The relevance of the study is related to the need to identify areas and ways to reform the national electoral system in the context of global digital transformation. Digitalisation, as a global trend in the modern development of society, is gradually becoming the main global trend in the processes of reforming national electoral systems. Digital technologies are becoming not only a part of the logistical support of the electoral process, but are also beginning to play the role of effective tools for ensuring the implementation of the general principles of democratic election organisation. The digital transformation of society and public administration, coupled with the successful decentralisation reform in Ukraine, has created the right conditions for improving the electoral process, both at the national and local levels. International experience shows the latest opportunities for introducing digital technologies into the process of expressing citizens' will and overcoming the shortcomings of traditional forms of political elections and referendums - from compiling voter lists to counting votes and tabulating voting results. Ensuring active and passive suffrage with the help of digital technologies is an urgent task for further state-building and improving the efficiency of the public administration system in Ukraine.
