Abstract
Дисертація на здобуття наукового ступеня доктора філософії в галузі публічного управління та адміністрування за спеціальністю 281 – «Публічне управління та адміністрування» – Національний технічний університет «Дніпровська політехніка», Дніпро, 2025. Дисертацію присвячено комплексному аналізу інноваційних підходів до формування й розвитку інституту публічних послуг в умовах трансформації територіальної організації влади та розгортання цифрової модернізації суспільства. Обґрунтовано актуальність теми дослідження крізь призму євроінтеграційних процесів, децентралізації, розширення повноважень органів місцевого самоврядування й зростання вимог до якості, прозорості й підзвітності публічних сервісів. У роботі детально досліджено теоретичні основи та еволюцію концепцій «публічних послуг», «сервісної держави» і «інноваційної трансформації» в публічному управлінні, що охоплюють не лише цифровізацію адміністративних процедур, а й зміну логіки організації сервісу на принципах клієнтоорієнтованості, залучення громади й забезпечення доступності для всіх категорій населення. Здійснено аналіз інституційно-правових засад функціонування публічних послуг у контексті реформування територіальної організації влади, з урахуванням міжнародного і вітчизняного досвіду (зокрема, реалізації проєктів цифрових порталів, центрів надання адміністративних послуг, мобільних офісів). Дисертація виокремлює ключові інструменти інноваційного реформування сфери публічних послуг: електронні сервіси, інтерактивну участь громадян через цифрові консультації, відкриті дані, розвиток партнерств держави, місцевих громад і приватного сектору. Особливу увагу приділено аналізу моделей сервісних взаємовідносин, розробці механізмів підвищення адресності, оцінці ефективності залучення користувачів до формування політик й оптимізації сервісних процесів.
Dissertation for the degree of Doctor of Philosophy in the field of knowledge 28 «Public management and administration» with specialty 281 «Public management and administration» – Dnipro University of Technology, Dnipro, 2025. The dissertation is devoted to a comprehensive analysis of innovative approaches to the formation and development of the public services institution in the context of the transformation of territorial organization of power and the unfolding of digital modernization of society. The relevance of the research topic is justified through the prism of European integration processes, decentralization, expansion of local self-government powers, and growing demands for quality, transparency, and accountability of public services. The work examines in detail the theoretical foundations and evolution of the concepts of “public services,” “service state,” and “innovative transformation” in public administration, covering not only the digitization of administrative procedures but also the change in the logic of service organization based on the principles of customer focus, community involvement, and ensuring accessibility for all categories of the population. An analysis of the institutional and legal foundations of public services in the context of territorial government reform is carried out, taking into account international and domestic experience (in particular, the implementation of projects for digital portals, administrative service centers, and mobile offices).
