Взаємодія органів місцевого самоврядування та бізнесу в умовах цифрового суспільства

Abstract

Дисертація на здобуття наукового ступеня доктора філософії за спеціальністю 281 «Публічне управління та адміністрування». – Національний технічний університет «Дніпровська політехніка», Міністерство освіти і науки України, Дніпро, 2023. Представлена дисертація є завершеною науково-дослідною роботою, в якій наведено вирішення наукового завдання щодо науково-теоретичного обґрунтування комплексу наукових положень щодо публічного управління взаємодією органів місцевого самоврядування та бізнесу в умовах цифрового суспільства. Актуальність теми дослідження обумовлена активним впровадженням цифрових технологій в усі сфери соціальної комунікації, широким використанням систем цифрового врядування в організацію взаємодії влади та бізнесу. Цифрова трансформація публічного управління відбувається з урахуванням ефективного становлення цифрової економіки та цифрових бізнес- платформ. Успіх реформи децентралізації влади створив нові фінансові та ресурсні можливості для органів місцевого самоврядування щодо реалізації цифрових програм та проектів, таких як Smart City та інших новітніх форм процесу цифровізації громад важливу роль у якому відіграє взаємодія місцевої влади та підприємницьких структур. Одночасно це поставило перед органами місцевого самоврядування актуальні завдання визначення новітніх шляхів та механізмів цифрового врядування. The presented dissertation is a completed scientific research work, the solution of the scientific task regarding the scientific and theoretical substantiation of the complex of scientific provisions regarding the public management of the interaction of local self-government bodies and business in the conditions of a digital society is given. The relevance of the research topic is due to the active implementation of digital technologies in all spheres of social communication, the wide use of digital governance systems in the organization of interaction between government and business. The digital transformation of public administration takes place taking into account the effective development of the digital economy and digital business platforms. The success of the power decentralization reform has created new financial and resource opportunities for local self-government bodies to implement digital programs and projects, such as Smart City and other new forms of the digitalization process of communities, in which the interaction of local authorities and business structures plays an important role. At the same time, this presented local self-government bodies with the urgent task of defining the latest ways and mechanisms of digital governance.An important task is the need to combine the efforts of government and business in the formation and implementation of strategies for the digital development of communities, especially, taking into account the fact that in the conditions of war, this is of crucial importance for the development prospects of each community and the country as a whole. However, clear and scientifically based criteria and mechanisms for implementing digital governance in communities and improving the interaction between business and local self-government bodies have not yet been fully developed
