Ознаки політичної відповідальності в системі місцевого самоврядування: досвід країн Балтії

Abstract

Розкривається досвід країн Балтії щодо особливостей закріплення рис політичної відповідальності органів і виборних осіб місцевого самоврядування. Підтверджується орієнтування сучасного законодавства на позитивний вимір політичної відповідальності, норми якого впливають на формування свідомості та належної поведінки виборних осіб органів місцевого самоврядування щодо цільового використання владних повноважень в інтересах місцевого населення.The experience of the Baltic States related to special aspects of preservation of features of political responsibility of local self-government authorities and elective persons is revealed. It is confirmed the orientation of present-day legislation to positive measurement of political responsibility, the regulations of which influence on formation of consciousness and proper behavior of elective persons of local self-government authorities towards intended use of authoritative powers in the interests of local community
