Abstract
Дисертація на здобуття наукового ступеня доктора філософії в галузі публічного управління та адміністрування за спеціальністю 281 – «Публічне управління та адміністрування» – Національний технічний університет «Дніпровська політехніка», Дніпро, 2025. Дисертаційна робота присвячена комплексному дослідженню університету як ключового суб'єкта регіональної політики та розкриттю теоретико-методологічних засад його функціонування в системі публічної влади та регіонального розвитку, особливо в умовах трансформаційних процесів, глобальних викликів (пандемія COVID-19, повномасштабна війна) та євроінтеграційних прагнень України. У першому розділі розглянуто фундаментальні поняття та категорії, що визначають роль університету в сучасному соціально-економічному просторі регіону, а також проаналізовано еволюцію підходів до державного регулювання регіонального розвитку (ДРРР) та місце університету в ньому. ДРРР презентується як інтегрована система знань та цілеспрямована діяльність державних органів, спрямована на вирішення соціальноекономічних проблем та досягнення стратегічних завдань державної регіональної політики. Виокремлено методологічний, організаційний та соціально-економічний аспекти ДРРР, а також ключові завдання, об'єкти та суб'єкти цього процесу. Детально класифіковано прямі та непрямі, а також правові, адміністративні, економічні та пропагандистські методи регулювання.
Dissertation for the degree of Doctor of Philosophy in the field of Public Management and Administration, specialty 281 – «Public Management and Administration» – Dnipro University of Technology, Ministry of Education and Science of Ukraine, Dnipro, 2025 The dissertation is devoted to a comprehensive study of the university as a key subject of regional policy and the disclosure of the theoretical and methodological foundations of its functioning in the system of public authority and regional development, especially in the context of transformational processes, global challenges (COVID-19 pandemic, full-scale war) and Ukraine's European integration aspirations. The first chapter examines the fundamental concepts and categories that define the university's role in the modern socio-economic space of the region, and analyzes the evolution of approaches to state regulation of regional development (SRRD) and the university's place within it. SRRD is presented as an integrated system of knowledge and purposeful activity of state bodies aimed at solving socioeconomic problems and achieving strategic goals of state regional policy. Methodological, organizational, and socio-economic aspects of SRRD are highlighted, as well as the key tasks, objects, and subjects of this process. Direct and indirect, as well as legal, administrative, economic, and propaganda methods of regulation are thoroughly classified.
