Abstract
Дисертація на здобуття ступеня доктора філософії з галузі знань 28 «Публічне управління та адміністрування» за спеціальністю 281 «Публічне управління та адміністрування». – Національний технічний університет «Дніпровська політехніка», Міністерство освіти і науки України, Дніпро, 2025.
Дисертація є завершеною науково-дослідною роботою, в якій сформульовано та вирішено наукове завдання публічного управління, що полягає в обґрунтуванні теоретичних основ застосування процесного підходу в публічному управлінні ОНКС та міжсекторальному партнерстві в цій сфері.
У першому розділі роботи «Теоретичні основи та історія охорони нематеріальної культурної спадщини» досліджено охорону нематеріальної культурної спадщини як наукову проблему, сферу публічного управління; історію становлення та розвитку пам’яткоохоронної галузі в Україні; зарубіжний досвід публічного управління у сфері охорони нематеріальної культурної спадщини.
Зроблено висновок, що нематеріальна культурна спадщина – це фундаментальний компонент ідентичності будь-якої спільноти, який передається з покоління в покоління. Вона охоплює широкий спектр явищ: від мови, фольклору та традицій до знань, навичок і практик, пов’язаних з природою та світоглядом. НКС є цінним надбанням людства, яке потребує постійної уваги і турботи. Збереження нематеріальної спадщини – це не лише збереження минулого, але й інвестування в майбутнє.

The dissertation is a completed research work that formulates and solves the scientific task of public administration, which is to substantiate the theoretical foundations of the application of the process approach in the public administration of the JFSC and intersectoral partnershipin this area.
The first chapter of the work, «Theoretical Foundations and History of Intangible Cultural Heritage Protection», examines the protection of intangible cultural heritage as a scientific problem, the field of public administration; the history of the formation and development of the monument protection industry in Ukraine; foreign experience of public administration in the field of intangible cultural heritage protection.
It is concluded that intangible cultural heritage is a fundamental component of the identity of any community, which is passed down from generation to generation. It covers a wide range of phenomena: from language, folklore and traditions to knowledge, skills and practices related to nature and worldview. ICH is a valuable asset of humanity that requires constant attention and care. Preserving intangible heritage is not only about preserving the past, but also about investing in the future
