Abstract
У статті проаналізовано екологічні та правові ризики промислового будівництва ВЕС на полонині Руна. Виявлено критичні недоліки звітів ОВД, зокрема ігнорування знищення пралісів та порушення зобов’язань щодо збереження Смарагдової мережі, обґрунтовано перехід від масивних високогірних об’єктів до моделі розподіленої
генерації, інтегрованої в інфраструктуру громад.
The article analyzes the ecological and legal risks associated with the industrial construction of wind farms on Polonyna Runa. Critical deficiencies in Environmental Impact Assessment (EIA) reports are identified, specifically the failure to account for the destruction of old-growth forests and the violation of commitments to preserve the Emerald Network.
The study substantiates a transition from massive high-altitude projects to a model of distributed generation integrated into community infrastructure.
