The article considers the status of townspeople in the Smolensk Province in the second half of the
18th century and their social structure. It reflects the content of themunicipal policy carried out by
Ekaterine II. The town reform of the 1780s is shown as a main factor that stimulated the
development of all-estate local public self-government
