Problems of reforming the UN in the context of the international security crisis.

The scientific positions regarding the possible reform of the UN have been analyzed. It has
been demonstrated that the majority of scholars believe that the reform of the UN is a necessary
condition for the establishment of a new international order. This belief is based on the fact that the
UN has accumulated significant experience and formally occupies a central position in the
hierarchy of international institutions. It has been proven that the performance of the UNSC since
its creation has often been ineffective due to the failure to implement many provisions of the UN
Charter directly related to the main body responsible for maintaining international peace and
security. Furthermore, other provisions have frequently been violated. It is argued that the practice
of adopting and implementing decisions by the UNSC, aimed at resolving specific conflicts and
threats to international security, indicates a decline in its role and authority in favor of regional
systems of collective security.
