Abstract
Дисертація на здобуття наукового ступеня доктора філософії в галузі публічного управління та адміністрування за спеціальністю 281 – «Публічне управління та адміністрування» – Національний технічний університет «Дніпровська політехніка», Дніпро, 2025. Дисертаційне дослідження присвячене теоретико-методологічному і практичному обґрунтуванню концепції публічного управління у сфері життєзабезпечення внутрішньо переміщених осіб (ВПО) в умовах сучасних суспільно-політичних викликів, зокрема тривалого збройної агресії РФ проти України та необхідності імплементації європейських стандартів захисту прав людини. У роботі комплексно проаналізовано понятійно-категоріальний апарат щодо статусу ВПО, виділені їхні правові та соціальні гарантії, межі відповідальності органів публічної влади, механізми та процедури реалізації державної політики у цій сфері. Значна увага приділяється питанням удосконалення державної політики підтримки ВПО із позиції розбудови інституційної спроможності публічної влади та підвищення ефективності міжсекторальної і міжурядової співпраці.
Dissertation for the degree of Doctor of Philosophy in the field of public administration and administration in the specialty 281 - «Public Administration and Administration» – National Technical University «Dnieper Polytechnic», Dnipro, 2025. The dissertation research is devoted to the theoretical, methodological, and practical justification of the concept of public administration in the field of life support for internally displaced persons (IDPs) in the context of contemporary sociopolitical challenges, in particular the prolonged armed aggression of the Russian Federation against Ukraine and the need to implement European standards for the protection of human rights. The work provides a comprehensive analysis of the conceptual and categorical framework for the status of IDPs, identifies their legal and social guarantees, the limits of public authorities' responsibility, and the mechanisms and procedures for implementing state policy in this area. Considerable attention is paid to improving state policy on support for IDPs from the perspective of building the institutional capacity of public authorities and enhancing the effectiveness of inter-sectoral and intergovernmental cooperation.
