Abstract
Дисертація на здобуття наукового ступеня доктора філософії за спеціальністю 281 – Публічне управління та адміністрування. – Національний технічний університет «Дніпровська політехніка», Дніпро, 2024. Галузь охорони здоров’я є фундаментальною економічною, політичною та соціально-актуалізованою категорією, що забезпечує стійкість національної економічної системи та суспільства в умовах невизначеності та ризиків (ризик пандемічних загроз, ризик війни). Саме тому в сучасному світі загалом, та в Україні зокрема, функціональне призначення сфери охорони здоров’я полягає не тільки у підвищенні якості життя громадян, розвитку людського капіталу держави тощо, а, насамперед, галузь охорони здоров’я розглядається як надзвичайно потужна (понад 1 млн. працівників) та пріоритетна галузь загального розвитку держави та є важливою складовою національної економічної системи. Медична галузь постійно трансформується під впливом об’єктивних чинників оточуючого середовища – розвиток сучасних інформаційних та медичних технологій, управлінських механізмів, активна цифровізація економічно-соціальних відносин, розвиток робототехніки та запровадження інновацій в лікувальні процеси, розвиток вітчизняного законодавства медичної сфери відповідно до законодавства країн Європейського Союзу.
Theses for obtaining a scientific degree of the Doctor of Philosophy in the field of knowledge 281 – Public Administration. – Dnipro University of Technology, Dnipro, 2024. The healthcare sector represents a fundamental economic, political, and socially relevant category that ensures the resilience of the national economic system and society in conditions of uncertainty and risks (e.g., pandemic threats and war). Consequently, in today’s world in general, and in Ukraine in particular, the functional role of healthcare is not limited to improving citizens’ quality of life or developing human capital. It is also viewed as a critically important and priority sector for the overall development of the national economy, employing over 1 million workers. The medical sector is undergoing constant transformation under the influence of external environmental factors, including the development of modern information and medical technologies, management mechanisms, active digitization of socio-economic relations, advancements in robotics, and the implementation of innovations in medical treatment. Additionally, domestic healthcare legislation is evolving to align with the legal framework of the European Union.
