Abstract
Дисертація на здобуття наукового ступеня доктора філософії в галузі публічного управління та адміністрування за спеціальністю 281 – «Публічне управління та адміністрування» – Національний технічний університет «Дніпровська політехніка», Дніпро, 2025. Дисертація присвячена комплексному вивченню діджиталізації як потужного інструменту трансформації взаємодії між органами публічної влади і громадськістю в умовах цифрової революції, глобалізації та викликів інформаційної епохи. У роботі обґрунтовано актуальність теми, виходячи зі світових і національних трендів переходу державного управління на цифрові технології, зростання вимог до прозорості, підзвітності, ефективності та відкритості влади. Досліджено теоретичні основи й еволюцію понять «електронне урядування», «е-демократія» та «публічна діджиталізація» як багатовимірних процесів, що поєднують цифровізацію адміністративних послуг, розвиток електронних інструментів громадської участі (e-participation), відкритість державних даних й трансформацію культури комунікації між владою й громадянами. Проаналізовано інституційно-правове підґрунтя впровадження цифрових платформ, відкритих реєстрів, електронних закупівель, петицій, консультацій, з урахуванням як міжнародного, так і національного досвіду (зокрема, успіхів України та країн ЄС).
Dissertation for the degree of Doctor of Philosophy in the field of knowledge 28 «Public management and administration» with specialty 281 «Public management and administration» – Dnipro University of Technology, Dnipro, 2025. The dissertation is devoted to a comprehensive study of digitalization as a powerful tool for transforming the interaction between public authorities and the public in the context of the digital revolution, globalization, and the challenges of the information age. The relevance of the topic is justified based on global and national trends of public administration’s transition to digital technologies, the rising demands for transparency, accountability, efficiency, and openness of government. The study examines the theoretical foundations and the evolution of the concepts of «e-government», «e-democracy», and “public digitalization” as multidimensional processes that combine digitalization of administrative services, the development of electronic tools for public participation (e-participation), open government data, and the transformation of communication culture between the authorities and citizens. The dissertation analyzes the institutional and legal framework for the introduction of digital platforms, open registries, electronic procurement, petitions, and consultations, taking into account both international and national experiences (in particular, the successes of Ukraine and EU countries).
