Abstract
Дисертація на здобуття наукового ступеня доктора філософії за спеціальністю 281 «Публічне управління та адміністрування». Національний технічний університет «Дніпровська політехніка», Міністерство освіти і науки України, Дніпро, 2025. Дисертація є завершеною науково-дослідною роботою, в якій наведено розв’язання актуального наукового завдання, що полягає в обґрунтуванні комплексу наукових положень, підходів, інструментів і моделей публічного управління розвитком комунальної інфраструктури (у частині водопостачання та водовідведення) та розробленні методико-технологічного забезпечення її стійкого функціонування на регіональному рівні. Досліджено теоретичні, нормативно-правові та організаційні засади публічного управління розвитком комунальної інфраструктури як частини житлово-комунального господарства. Показано, що окрім проблем, які існували в житлово-комунальній сфері до війни, з’явилася значна кількість нових проблем, виникнення яких безпосередньо пов’язано із початком повномасштабної збройної агресії рф (до таких проблем, насамперед, віднесено руйнування критичної інфраструктури та інших найважливіших інфраструктурних об’єктів унаслідок бойових дій, масованих ракетних й артилерійських обстрілів). Зазначені проблеми мають негативний вплив на організацію процесів виробництва, постачання й споживання електроенергії, питної води, газу, тепла, що, у свою чергу, вимагає відбудови й забезпечення стабільної роботи об’єктів комунальної інфраструктури, а також відповідних комунальних служб як таких, що забезпечують виконання життєво важливих функцій, зокрема з надання комунальних послуг по всій території країни.

The dissertation is a completed research work that presents a solution to an urgent scientific task, involving the substantiation of a set of scientific provisions, approaches, tools and models of public administration of the development of municipal infrastructure (in water supply and sewerage) and the development of methodological and technological support for its sustainable functioning at the regional level. The research investigates the theoretical, regulatory and organisational foundations of public administration of communal infrastructure development as part of housing and communal services. It is shown that in addition to the problems existing in the housing and communal sector before the war, a significant number of new problems have arisen, the emergence of which is directly related to the beginning of the full-scale armed aggression of the russian federation (such problems primarily include the destruction of critical infrastructure and other major infrastructure facilities as a result of hostilities, massive rocket and artillery attacks).
