Abstract
Дисертація на здобуття наукового ступеня доктора філософії в галузі публічного управління та адміністрування за спеціальністю 281 – «Публічне управління та адміністрування» – Національний технічний університет «Дніпровська політехніка», Дніпро, 2023. Досліджено особливості формування сучасного механізму публічного контролю. Проаналізовано складники механізми публічного контролю на основі виокремлення цільового призначення контролю в особливих умовах державотворення. Уточнено мету публічного контролю – оцінка стану відповідності комплексу показників діяльності органів влади встановленим у нормативно-правових актах правилам, регламентам, стандартам, нормам та процедурам. Наведено класифікацію класичного розподілу видів публічного контролю на основі суб’єктності та функціонального розподілу повноважень. Доведено, що раціональний механізм публічного контролю забезпечує визначення ефективності функціонування системи публічного управління, відповідність положенням Конституції і законів України, а також формує основу суспільної підтримки такого контролю. Визначено сутність суспільної підтримки контролю – сприйняття громадянами України мети, алгоритму і оцінювання результатів контролю, що має на меті раціоналізацію управлінських відносин, забезпечення максимальної відкритості публічноуправлінської діяльності, подолання прогалин у нормативноправовому регулюванні контрольних процедур. Вказано на особливість чинника суспільної підтримки контролю – формування інституту довіри до контролю, що базується на стабільності контролю, індивідуальному характері контрольних алгоритмів, обгрунтованості та мінімізації ризиків.

The peculiarities of the formation of a modern mechanism of public control have been studied. The components of the mechanisms of public control are analyzed based on the identification of the purpose of control in the special conditions of state formation. The purpose of public control has been clarified - the assessment of the state of compliance of the set of indicators of the activity of authorities with the rules, regulations, standards, norms and procedures established in the normative legal acts. The classification of the classical distribution of types of public control based on subjectivity and functional distribution of powers is presented. It has been proven that a rational mechanism of public control ensures the determination of the effectiveness of the functioning of the public management system, compliance with the provisions of the Constitution and laws of Ukraine, and also forms the basis of public support for such control. The essence of public support for control is determined - the perception by citizens of Ukraine of the purpose, algorithm and evaluation of control results, which aims to rationalize management relations, ensure the maximum openness of public management activities, and overcome gaps in the regulatory and legal regulation of control procedures. The peculiarity of the factor of social support of control is indicated - the formation of the institution of trust in control, which is based on the stability of 6 control, the individual nature of control algorithms, the validity and minimization of risks.
